Minutes of Meeting
Tuesday, January 5, 2016

Members Present: D. Michael Paveglio, Richard DeBold, Jeff Jordan, Town Administrator Jodi Pinard, and Administrative Assistant Kristy McIntosh

Others Present: Chief Clarke, Deputy Chief Cole, , Jim Plunkett , Donna Chagnon, Tom Houle, Lucille Noel, Ed Millette, , and others members of public

Call to Order:  Mr. Paveglio called the meeting to order at 6:30pm

Budget Meeting
Chief Pat Clarke stated he would like to know what direction the board would like him to go in, in terms of hiring.  His budget was blown due to losing an officer. It was decided to add $12,800.00 to line      4210-15 to hire a new full time officer.

Stephen McCleery asked why we do not have a capitol reserves for training officers. It affects the budget and would help.  

Ed Millette stated that there should be a trust fund for PD training. One time items should not be in budget.  

Mr. Paveglio stated that he felt it should go into a warrant article.

Mrs. Pinard will be looking into adding a capital reserves or trust funds for the PD training.

Mr Debold stated that we are below the average in salaries by about 10% for Town Administrator and Road Agent.  
 
Mr Paveglio felt that raises may not be warranted this year due to budget increases.

Mr. Jordan agreed with Mr. DeBold and stated that employees should not have to pay for the budget increase.  

It was stated that the State of NH got a 2.25% raise.  The suggested raise for the Town employees is 2%

Mr. Paveglio made a motion to remove $5,000.00 from the Planning Board for the CNHRPC.  Mr. Jordan seconded the motion. Motion passes.  

The Planning Board will have the opportunity to come in to adjust budget or present a warrant article.


Fuel Cuts were made in the amount of $7,800 from the Fire Department, Police Department and Highway Department.

Property Liability is up due to having to go to bid. Mrs. Pinard stated that we should have them back by the end of the week for Primex and Travelers.

Police Department is up 6% due to having to hire another officer.  Stephen McCleery asked if they needed a new car.  Chief Clarke stated if they waited to trade it in, it would not be worth anything.

A proposal was made to make line 4240-10 $10,000.00 for Building Inspector.

The fuel budget cost will be changed to $2.50 per gallon and numbers will be adjusted.

Warrant Article 5 was voted to add $19,500 in to the heavy equipment capital reserves fund.

Library- Lucille Noel
Ms. Noel stated that she is still working on getting quotes for the tree that was damaged.  The library has also been working on knitting socks.  She also spoke about the lift and addition to the library and will have more information moving forward.  

Highway-
Mr. Plunkett stated that they are recovering from the recent storm and getting the trucks fixed and back up and running.

Police Department-
Chief Clarke stated that Joel French has been doing a lot of work around the PD.  There was nothing else to report.

Non-Public Session 91-A:3 II (c) matter which if discussed in public would likely affect adversely the reputation of any person, other than a member of the public body itself.

A motion was made by Mr. Paveglio and seconded by Mr. DeBold to enter into non-public session under RSA 91-A: 3 II (c). DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes.

A motion was made by Mr. Paveglio and seconded by Mr. DeBold to exit non-public session DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to seal the non-public meeting minutes indefinitely. DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes

Adjournment
Being no further discussion, a motion was made by Mr. Paveglio and seconded by Mr. DeBold to adjourn the meeting at7:58 pm.  Motion passes
